Case Description
On December 7, 2023, in St. Petersburg, a 59-year-old native of Ukraine, Igor Nikandrov, was detained. Telephones and a system unit were seized from the man. A criminal case was opened against him for publicly justifying terrorism. According to the investigation, on October 31, 2022, around 10 PM, Nikandrov, being in an apartment in St. Petersburg, through the profile "Igor Nikandrov" that he administered on the social network "VKontakte", posted in the community "Russian View Z" open for viewing by an unlimited number of people a comment containing linguistic and psychological signs of justifying the ideology of the terrorist act committed on July 22, 2011 in Oslo (Norway) by Anders Breivik, adhering to the ideological views of the latter. During the investigation period, the court placed Nikandrov in a pre-trial detention center. On October 9, 2024, the 1st Western District Military Court found Igor Nikandrov guilty and sentenced him to a fine of 300 thousand. rubles. Taking into account Nikandrov's detention and house arrest, the fine has been reduced to 180 thousand. rubles. The court also prohibited Nikandrov from administering websites on the internet for 2 years. on January 13, 2025, the Appellate Military Court left the sentence unchanged.
