Case Description
On June 28, 2022, in the occupied Kherson, Russian military kidnapped the head of the city, Igor Kolykhayev, along with five other people, employees of the city hall. Kolykhaeva was detained near one of the communal institutions where city executive committee employees were working. Russian security forces seized hard drives from computers, opened all safes, and searched for documents. All this time Kolykhaeva was kept in a separate office in handcuffs under armed guard. Later, Kolykhaeva, with a bag on her head, was put on a bus with the letter "Z" and taken away in an unknown direction. It is known that Kolykhaeva was first taken to a temporary detention center in Kherson. After Kherson was liberated, they took him to Kalanchak, then to Chaplynka, and then to Novotroitske. There is still no confirmed information about the whereabouts of the mayor of Kherson.
