Case Description
In Kurgan at the end of February 2022, 19-year-old student of the Kurgan College of Service and Technology Grigory Bykov was detained. He was accused of preparing to commit a terrorist attack and of illegal possession of explosive devices. According to the investigation, Bykov was preparing an armed attack on his college. He came to class with a knife, which was noticed by one of the students and reported to the teachers. During a search of Bykov's apartment, security forces seized seven to eight homemade explosive devices, two knives, four homemade garrotes, pneumatic weapons, as well as a notebook with a plan of attack and instructions for making explosives. The student was placed in a pre-trial detention center during the investigation. On December 7, 2022, the Central Military District Court sentenced Grigory Bykov to compulsory medical measures. The court's decision was not appealed and entered into legal force.
