Case Description
In Bashkortostan at the end of October 2022, eleven young men were detained — 18-year-olds Farrukhzhon Zokirov, Mustafa Shahbazov, Ilya Gurylyov, Zinur Khismatullin, Emin Sadygov, his 17-year-old brother Amin Sadygov, and 17-year-old Viktor Vostrokuntsov, 16-year-olds Vladislav Dobrov and Kamil Iskhakov, and 20-year-old Oibek Abdullazhanov. The young people were accused of organizing a terrorist act as part of an organized group. According to the investigation, the detainees attempted to damage electrical equipment on railway tracks at least five times. Thus, they 'opposed the special operation in Ukraine and hoped to destabilize the work of government bodies in Bashkortostan.' 2. In particular, one of the defendants, Viktor Vostrokutov, being a resident of the Leningrad Region, having entered into a conspiracy with an unidentified person via the Internet, agreed to the proposal to find people willing to commit a series of arson and explosions on the territory of the Russian Federation, aimed at destroying transformers of Russian Railways JSC, for monetary compensation. According to reports, between October and November 2022, the accused found seven residents of Bashkortostan and two residents of the Krasnodar Territory and organized them to commit arson of 7 transformers of JSC 'RZD' on the territory of the republic, as well as two more in the Krasnodar Territory. As a result, the perpetrators managed to damage five objects in the republic and one in Krasnodar Krai. In addition, two minors, between September and November 2022, manufactured an improvised explosive substance to carry out an explosion at a military enlistment office in the city of Oktyabrsky." 2. Also on suspicion of arson of relay cabinets on the railway, the son of the operational officer of the FSB of Russia for Bashkortostan, Kolpakov E.V., was detained. 5. — Kolpakova I.E. He had a search conducted, as a result of which bank cards of one of the arsonists were found. Initially, the son of a security forces officer was left as a witness and placed under house arrest, while the other defendants were sent to jail by the Sovietsky District Court of Ufa. Subsequently, the criminal prosecution against Kolpakov was terminated.
