Case Description

In the city of Klintsy, Bryansk region, in October 2024, 34-year-old local resident Yevgeny Parkhomenko was detained. A protocol on an administrative offense under the article on petty hooliganism was drawn up against him. According to police reports, the man "loudly and without reason used obscene language in the presence of passersby, thereby violating public order and expressing obvious disrespect for society." 4. On October 24, 2024, Judge Alexander Derevyanko of the Klintsy City Court of the Bryansk Region sentenced Parkhomenko to 14 days of administrative arrest. The man appealed the court's decision and during the appeal stated about the threats and torture that were applied to him during his detention by FSB operational officers. On 6 November 2024, Judge Sergei Gorbarchuk of the Bryansk Regional Court upheld the decision on administrative arrest. After serving his sentence, Parkhomenko was detained on criminal charges. A criminal case of treason was brought against him. According to the security forces' version, the man, who worked as a sales consultant and was opposed to the "SVO, agreed with a representative of the Main Intelligence Directorate of the Ministry of Defense of Ukraine to transfer information about the Armed Forces of the Russian Federation and to persuade Russian servicemen to surrender." For this, he established a trusting relationship with a resident of Klintsy who had information about a serviceman going to the zone of the special military operation. The man asked her for this data in order to arrange surrender. A woman turned to the security forces. As a result, the defendant, carrying out the assignment, passed "legendary" information about a serviceman to the Ukrainian side, believing that it was reliable. The defendant in the case was placed in custody. On October 15, 2025, the Bryansk Regional Court found Yevgeny Parkhomenko guilty and sentenced him to 12 years in a strict regime penal colony with a restriction of freedom for 1 year and 6 months.
