Case Description
In Stavropol Krai, no later than September 2020, a criminal case was initiated against three prisoners serving sentences in the FSIN IK-1 of the Federal Penitentiary Service of Russia for Stavropol Krai. 4. 43-year-old Sergey Ilyin was accused of organizing the activities of an extremist organization, while 37-year-old Yevgeny Kiselyov and 39-year-old Ukrainian citizen Kuzma Stavraty were charged with participating in it. Kiselev was also charged with two counts of inciting other persons to participate in an extremist organization. According to the investigation, while serving his sentence in Correctional Colony No. 1 in the village of Kochubeevskoye, Kiselev joined the Ukrainian organization Right Sector by recording and sending an audio oath via Telegram. Later, he persuaded Stavraty and Il'in to participate in the same organization, who also recorded and sent their oaths. Since all three defendants were already in places of detention at the time the criminal case was initiated, no other preventive measure was chosen for them. The Kochubeyevsky District Court of the Stavropol Territory found all three guilty and, taking into account the unserved terms under previous sentences, sentenced them on December 9, 2021: Yevgeny Kiselyov to 7 years in a strict regime colony. December 22, 2021 Kuzma Stratii - 7 years of imprisonment in a strict regime colony. On December 28, 2021, Sergei Ilyin was sentenced to 9 years in a strict regime penal colony. Defendants in the case were taken into custody in the courtroom. The Stavropol Regional Court considered the appeals and modified the sentences of two of the convicted individuals: on March 9, 2022, in the case of Yevgeny Kiselev, two years of restriction of liberty were added to the main punishment. March 30, 2022, in relation to Kuzma Stavraty: the term of imprisonment was increased to 7 years and 6 months. On April 20, 2022, in relation to Sergey Ilyin: the verdict was left unchanged.
