In September 2025, FSB officers detained three local residents in St. Petersburg - 19-year-old Fyodor Krasnov, and 31-year-olds Lyubov Osipova and Elena Shutova. Investigative Directorate of the FSB of Russia for St. Petersburg and Leningrad Region initiated a criminal case against them for preparation of a terrorist act and illegal circulation of explosive devices committed by a group of persons. Furthermore, the investigation stated the possibility of bringing charges against them for participation in a terrorist community and activities of a terrorist organization, as well as treason. According to the investigation, between August 1 and September 10, a representative of Ukrainian special services contacted Krasnov, Osipova, and Shutova and involved them in criminal activities. Osipova and Shutov were conducting surveillance on the head of one of the defense enterprises, and on September 10, they planted an explosive device in a cache at Volkovsky Cemetery, which they had previously received through a courier. Later this device was replaced with a dummy. On the same day, Krasnov took him from the cache, and on the night of September 11, dressed in women's clothing, he tried to install a dummy on a car belonging to the head of the defense plant. At that moment he was detained. On September 12, 2025, the Kalininsky District Court of St. Petersburg chose a measure of restraint for the defendants in the form of detention.
