Case Description
In St. Petersburg, on September 7, 2023, at approximately 19:30, an unknown person threw three bottles with a flammable mixture at the door of the emergency exit of the draft point of the Vyborgsky District military enlistment office. The next day, 59-year-old local resident Elena Kamaricheva was detained on charges of arson. She was accused of committing a terrorist act, as part of a group of persons by prior conspiracy, resulting in significant damage. According to the investigation, Komaricheva, communicating via WhatsApp with an unidentified person, agreed to commit arson of the administrative building of the Federal Penitentiary Service's Military Commissariat of St. Petersburg with the aim of "intimidating the population." "The investigation considered the "severe" consequences to be the "creation of a danger of death, as well as causing significant property damage in the form of the "destruction of documentation and an electronic database containing information about citizens in the reserve, leading to the disruption of the supply of mobilization resources, the suspension of the recruitment of citizens for military service under contract, and a decrease in the combat readiness of units of the Armed Forces of the Russian Federation, the destabilization of the activities of government bodies and influence on their decisions regarding the conscription of citizens of the Russian Federation for military service under mobilization in the Armed Forces of the Russian Federation." The woman herself claims that she became a victim of fraudsters. An unknown person who introduced himself as a law enforcement officer first forced her to take out loans totaling 10 million. rubles and sell her real estate, and then promised to help her return the money. On the same day, the Vyborgsky District Court of St. Petersburg refused the investigation's request to place Kamarichea in custody and appointed her a measure of restriction in the form of a prohibition of certain actions. Subsequently, the accusation removed the "group of persons" and "prior conspiracy, leaving only the charge of terrorism resulting in significant damage. On June 21, 2024, the 1st Western Military District Court found Elena Komarichea guilty and sentenced her to 10 years in a general regime penal colony. Sudya excluded significant damage from the charge, reclassifying the charge of committing a terrorist act. Komaricheva was taken into custody in the courtroom.
