Case Description

On 4 October 2023, in Syktyvkar, unknown individuals attempted to set fire to the premises of an antenna pavilion in the building of a transformer substation of the branch of the Radio and Television Broadcasting Center of the Komi Republic, located near the city airport. That morning, workers at the substation building with radio beacon control blocks noticed that the ventilation grate at the substation had been broken open, and there was also a smell of gasoline near the building. Unknown persons allegedly lowered a five-liter canister of gasoline into the staff room through the ventilation, and then tried to set the fuel on fire with Molotov cocktails, but the fire did not start. On October 12, 2023, three 16-year-old teenagers—Maxim Tokmakov, Yegor Strelkovsky, and Artyom Spitsyn—and 19-year-old Kyrgyz citizen Abdougafur Ashurov were detained on charges of arson. During the search, clothing after washing, a crowbar, a backpack and a tablet were allegedly seized from the teenagers. During the interrogation, the teenagers admitted that they had previously set fire to a radio tower in the city of Yeghegnadzor and planned to set fire to cisterns at Mondi SLPK. Initially, all four were accused of attempting a terrorist attack committed by a group of persons by prior conspiracy, but subsequently, the charges against Ashurov were reclassified as aiding terrorist activity. According to the security forces, Ashurov organized the arson and transferred money to the arsonist's settlement account. Residents of Syktyvkar were sent to custody by the Syktyvkar City Court. November 20, 2024, the 1st Western Military District Court found the defendants in the case guilty and sentenced Abdugafur Ashurov to 12 years of imprisonment, with the first 3 years to be served in prison, and the remaining term in a strict regime correctional colony. Maxim Tokmakov, Yegor Strelkovsky, and Artyom Spitsin, minors, were sentenced by the court to 5 years in a juvenile correctional colony each. 16 April 2024, the Appellate Military Court left the sentence unchanged.
