Case Description
In the Kursk region, no later than August 2024, the Investigative Committee of Russia opened a criminal case against the commander of the 9th directorate of the army corps of the Ground Forces of the Armed Forces of Ukraine, Eduard Moskalev, and the head of the joint press center of the Armed Forces of Ukraine, Alexey Dmitrashkovsky. They were accused of committing a terrorist act by an organized group that resulted in serious consequences, as well as cruel treatment of the civilian population and its deportation. According to the investigation, since August 2024, Moskalov headed the military commandant's office of the Armed Forces of Ukraine created on the territory of the Kursk region with the aim of carrying out terrorist activities, gave instructions on the use of weapons to intimidate the civilian population and destabilize the activities of Russian authorities. Dmitrashkovsky, as the official representative of this commandant's office, provided information support for its activities and agitated the local population in favor of the Armed Forces of Ukraine. On Moscow's orders, their subordinates blocked the exit of civilians from captured settlements and conducted searches for Russian servicemen." They 'forcibly held 68 civilians in the city of Sudzha, who were then forcibly deported to the territory of Ukraine for further exchange.'. Moskalev and Dmitrashkovsky left the territory of Russia between February 1 and May 24, 2025. The court in absentia chose a measure of restraint in the form of detention against the Ukrainians. They were placed on the international wanted list. On December 24, 2025, the 2nd Western Military District Court found the defendants guilty in absentia and sentenced Eduard Moskalev to 28 years in prison, and Alexei Dmitrashkovsky to 26 years in prison. Both of them will have to serve the first 5 years in prison, and the remaining part of the sentence in a strict regime penal colony.
