- Born in Elista in a family that suffered from Stalin's repressions. His grandfather, a three-time absolute champion in Kalmyk national wrestling, was repressed in 1937, and his grandmother with children ended up in Siberia. Worked in the banking sector, engaged in insurance and brokerage activities. In 2019, he held a solo picket in Moscow and spoke at mass rallies in Elista. In 2021, he even declared plans to run for the post of head of Kalmykia. Former candidate for deputy of the Saratov Oblast. After the start of Russia's full-scale invasion of Ukraine, he openly maintained an anti-war stance.

Case Description
In December 2025, a 58-year-old resident of the Republic of Kalmykia, a former banker and broker, anti-war activist Eduard Baltikov, was detained in Moscow. He was accused of participating in the activities of a terrorist organization, details of the accusation are unknown.
