Case Description
In Nizhnevartovsk, Khanty-Mansi Autonomous Okrug - Yugra, at the end of April 2019, five local residents, Muslims by faith—Natik Dzhabiev, Eduard Amirov, Albert Ilyssov, Robert Khabibulin, and Ildar Khamitov and Ilkin Melikov—were detained. They were accused of organizing and participating in a terrorist community and terrorist organization, preparing for a terrorist attack, financing and publicly justifying terrorism, as well as illegal possession of weapons and explosives. Three defendants - Dzhabiev, Khamitov and Khabibullin - were also accused of attempted sale of drugs in large quantities. According to the security forces, Natik Dzhabiev, being a follower of ISIS, created the terrorist organization 'Nizhnevartovsk jamaat'. Supposedly, the goal of this organization was to carry out terrorist activities, including recruiting new members, preparing and carrying out a terrorist attack, propaganda, justification, and financing of terrorism. The security forces believe that in 2015, Dzhabiev involved Amirov, Ilyssov, Khabibullin, Khamitov, and Melikov in the "Nizhnevartovsk jamaat. They all attended the same mosque, and Dzhabiev, Khamitov, and Ilyssov also worked together. In March 2020, Dzhabiev refused to give incriminating testimony and said that he had been tortured. In the city of Yasnaya Polyana, Tula Oblast, a criminal case was opened against local resident Roman Altukhov in October 2023 for repeated 'discrediting of the army'. In the case there is a medical examination report completed after the detention, which recorded bruises on the face, abrasions and scratches, but the investigation rejected the defense's motion to conduct a check regarding Jabiev's torture. Ilykin Melikov's case has been separated into a separate proceeding. On December 27, 2023, the Central Military District Court found the residents of Nizhnevartovsk guilty and sentenced Natik Dzhabiev to 19 years in prison, Ilmir Khamitov to 14 years, Albert Ilyssov to 13 years, and Eduard Amirov to 12 years in a strict regime colony. The court found Robert Khabibullin incompetent due to a diagnosis of "schizophrenia" and sent him for compulsory treatment.
