Case Description
On May 30, 2024, 21-year-old local resident Dmitry Zavorotishchev was arrested in Serpukhov, Moscow Region. He was charged with petty hooliganism. According to police reports, upon seeing police officers on the street, the young man became visibly nervous, began looking around, abruptly changed his trajectory, and, when asked to show identification, "began swearing without cause." That same day, Judge Liliya Sharaburiak of the Serpukhov City Court, Moscow Region, sentenced Zavorotishchev to 13 days of administrative arrest. After serving his sentence, on June 12, 2025, he was arrested again. He was brought to the Mozhaisk City District Department of the Ministry of Internal Affairs of Russia, Moscow Oblast, where a second administrative offense report was filed against him for failure to comply with a lawful order of a law enforcement officer. According to police, Zavorotishchev was brought to the station "for questioning and investigation into his involvement" in a theft, but he "attempted to evade police officers and did not respond to repeated demands to cease his illegal actions." The following day, June 13, 2024, Judge Sergei Bukin of the Mozhaisk City Court, Moscow Oblast, sentenced Zavorotishchev to 15 days of administrative arrest. On June 27, 2024, Dmitry Zavorotishchev was detained again, this time in the Ruzsky City District, Moscow Oblast, where a third administrative offense report for petty hooliganism was falsified against him. According to police, he was inside a shopping center at approximately 3:50 PM, where he loudly swore in public, thereby disturbing public order and clearly showing disrespect for society. The following day, June 28, 2024, Judge Ksenia Andreeva of the Ruzsky District Court of the Moscow Region sentenced Zavorotishchev to 15 days of administrative arrest. On July 12, 2024, Dmitry was again detained in Ruza and a fourth charge of petty hooliganism was filed. This time, according to police, he was inside a Pyaterochka store at approximately 6:00 PM, where he used vulgar and obscene language in the presence of customers while talking on the phone. He did not respond to the warning and continued the conversation. On July 15, 2024, Judge Ekaterina Lukina of the Ruzsky District Court of the Moscow Region sentenced Zavorotishchev to 15 days of administrative arrest. On July 27, 2024, Zavorotishchev was again detained and taken to Mozhaisk. A fifth charge was filed against him – for disobeying a lawful order of a police officer. According to the case file, at approximately 9:10 PM, he was stopped for an identity check after the police department received information about his possible involvement in unlawful activities. According to police, Zavorotishchev attempted to escape and failed to respond to repeated orders to stop, thereby disobeying the lawful orders of officers. On July 29, 2024, Mozhaisk City Court Judge Sergei Bukin sentenced him to 15 days of administrative arrest. After his release from the special detention center on August 11, 2024, Zavorotishchev was again detained and taken to Ruza, where a sixth charge of petty hooliganism was falsified against him. According to police, Dmitry was in a store at around 10:40 PM, where he was loudly using obscene language while talking on the phone. One of the customers reprimanded him, but he continued to disrupt the peace. On August 12, 2024, Judge Ksenia Andreeva of the Ruzsky District Court sentenced Zavorotishchev to 15 days of administrative arrest. After serving his sentence, on August 27, 2024, law enforcement officers met Zavorotishchev at a special detention center and transported him to Tula. There, a seventh charge of petty hooliganism was filed against him. According to the reports, Dmitry "loudly used obscene language at those around him and ignored reprimands" at 2:00 AM. On August 28, 2024, Judge Oksana Mironova of the Privokzalny District Court of Tula sentenced him to 14 days of administrative arrest. On September 10, 2024, at 2:00 a.m., Zavorotishchev was detained and charged with an eighth offense of petty hooliganism. According to police, he used obscene language toward others in a public place out of hooligan motives. On September 11, 2024, Judge Viktor Volkov of the Leninsky District Court of the Tula Region sentenced him to 12 days of administrative arrest. After his eighth arrest, the Serpukhov resident was arrested on charges of treason. The criminal prosecution was prompted by a video he posted in Tula against the backdrop of a weapons factory. Details of the charges are unknown. The young man was placed in pretrial detention. On July 2, 2025, the Tula Regional Court found Dmitry Zavorotishchev guilty and sentenced him to 13 years in a maximum-security penal colony. On October 16, 2025, the First Appellate Court of General Jurisdiction upheld the sentence.
