Case Description
On June 16, 2022, in Genichesk, a city in the occupied part of the Kherson region, 35-year-old local resident and Ukrainian citizen Dmitry Zakharov was abducted. He was last seen near a grocery store on Gogol Street. While Dmitry's wife Natalia was at home with two children, she became worried only when it got dark outside: the man sometimes returned home late due to business. Neighbors told his wife that they saw Dmitry being detained and taken somewhere by people in Russian military uniform. A month later, on July 24, 2022, Russian media spread a propaganda video in which Zakharov confesses to sending messages to Russian soldiers calling on them to surrender. The man was accused of committing an act of international terrorism. According to the version of Russian law enforcement, Zakharov acted on the instructions of a curator from the SBU, who had previously covered up his illegal harvesting of seafood. He used his computer program for business mailings to send messages to approximately 500 numbers of Russian soldiers with the text: "Russian soldier, drop your weapons and surrender. We will help you return to Russia. Alive to the family.
