Case Description
16 August 2024, Dmitry Tsyplyakov, a 33-year-old Ukrainian citizen, was detained in the occupied Zaporizhzhia region. He was accused of participating in a terrorist community, preparing for a terrorist attack, illegally acquiring explosives and undergoing training for the purpose of carrying out terrorist activities. According to the Russian investigation, from March to August 2024, Tsyplyakov made contact with an employee of the Ukrainian special services and agreed to help in activities against Russia. In August, he received an assignment to detonate a homemade explosive device near the building of the military commandant's office of the city of Vasilyevka. Following instructions, on August 16, 2024, Tsyplyakov retrieved an explosive substance and bomb components from a cache, after which he was detained. The defendant in the case was placed in custody. On 17 June 2025, the Southern Military District Court found Dmitry Tsyplakov guilty and sentenced him to 20 years in prison, with the first 3 years to be served in prison, and the rest in a strict regime penal colony, with a fine of 500 thousand." rubles. On November 17, 2025, the Appellate Military Court upheld the verdict.
