In the occupied part of the Luhansk region in April 2022, a criminal case was opened against Dmitry Shabanov, an assistant for security at the Stakhanov Forward Patrol Base of the OSCE mission. He was accused of treason under the "LNR" criminal code article. According to the investigation, from August 2021 to April 2022, Shabanov collected "information about the movement of military equipment and weapons, as well as the movement of personnel of the LPR People's Militia units. The information he allegedly transmitted to a CIA representative using a smartphone with special software that was issued to him as an OSCE mission employee. On September 19, 2022, the Supreme Court of the LPR found Dmitry Shabanov guilty and sentenced him to 13 years in a strict regime colony. After the so-called. referendum" on the annexation of the occupied part of Ukrainian territory to Russia, despite Shabanov's lack of Russian citizenship, the prosecution reclassified the charge under Article 275 of the Criminal Code of the Russian Federation, since the man was registered in the part of the Luhansk region controlled by Russia.
