Case Description
On March 21, 2022, in the city of Volchansk in the occupied Kharkiv region, 46-year-old local resident, citizen of Ukraine Dmitry Laptev, went missing. According to exchanged Ukrainian prisoners of war, as of December 2024, Dmitry may be held incommunicado on the territory of IK-4 in the Nizhny Novgorod region as a civilian hostage, without being charged with a criminal offense.
