On July 4, 2013, a criminal case was opened against the Yaroslavl residents: Urlashov was accused of receiving a bribe on an especially large scale and attempting to receive a bribe with extortion, Donskova and Poykalainen - of attempting to receive a bribe, and Lopatin and Zakharov - of attempting to mediate in bribery. According to the investigation, Urlashev extorted a bribe from the director of the Radostroy company, Sergey Shmelyov, in the amount of 14 million rubles - 6% of the amount of the municipal contract for the maintenance of the street and road network. In exchange, the mayor promised to assist in the execution of the contract and ensure timely payment for the work, and in case of refusal, threatened to create obstacles for Shmelyov's business. Donskov and Poykalainen, according to the investigation, participated in extortion, while Lopatin and Zakharov acted as intermediaries in the transfer of money. On July 2, 2013, Zakharov was detained after receiving 14 million rubles from Shmelyov, which were intended for Urlashov. In addition, the investigation believed that Urlachev received a bribe from the director of LLC "SK Yardorstroy" Eduard Avdalyan in the total amount of 17 million rubles out of the required 30 million for facilitating the transfer of property from the municipal enterprise "City Road Administration" to his company. July 2, 2013, the Lenin District Court of Yaroslavl placed Zakharov under arrest. On July 5, 2013, the same court arrested the other defendants in the case. Later they were transferred to Moscow. On July 18, 2013, Urlashev was temporarily removed from his position by a ruling of the Basmanny Court of Moscow. The mayor was released on February 25, 2016, the court mitigated the measure of restraint for Donskoy and transferred him under house arrest. 30 December 2014, Leninsky District Court of Yaroslavl sentenced Maksim Poykalyainen to 5 years in a strict regime colony with a fine of 18 million rubles. On March 3, 2015, the Yaroslavl Regional Court reduced Poykalyainen's sentence to 4 years and the fine to 4 million rubles. On April 5, 2017, the sentence was mitigated to 3 years 9 months in a strict regime colony, after which Poykalyainen was released due to the expiration of the sentence, his actions were reclassified from attempted receipt of a bribe in a particularly large amount to complicity in attempted receipt of a bribe in a particularly large amount. On August 1, 2016, the Kirovsky District Court of Yaroslavl found the other defendants in the case guilty and sentenced Yevgeny Urlashov to 12.5 years in a strict regime colony and a fine of 60 million rubles, and Alexei Lopatin to 7 years in a strict regime colony. The court acquitted Dmitry Donskov for lack of corpus delicti in his actions on January 20, 2017, the Yaroslavl Regional Court left the verdict unchanged. In connection with this, the court terminated the mayor Urlaychev's powers.
