In the Moscow region in August 2024, an unknown person set fire to a sectioning post of the power grid on the Khimki-Skhodnya section of the October Railway, connecting Moscow and St. Petersburg, using bottles with an incendiary mixture. The burned-out post was used to redistribute electrical energy between neighboring sections depending on the current load. In early September 2024, 27-year-old engineer Dmitry Chibisov from Serpukhov was detained on charges of arson. A criminal case was initiated against him for preparing a terrorist attack as part of a group of persons by prior conspiracy. According to the investigation, the man acted on the instructions of "foreign curators, with whom he communicated by phone and via the internet, and expected to receive material compensation for damaging railway equipment. On September 4, 2024, the Meshchansky District Court of Moscow chose Chibisova's measure of restraint in the form of detention. Later, the investigator assigned an outpatient psychological and psychiatric examination to the engineer.
