Case Description
On April 15, 2016, at the Novoshakhtinsk customs office in the Rostov region, FSB officers detained a resident of Lugansk named Sekatsky. After his detention around 7 am, he was first placed in a detention center at customs, and in the evening of the same day, an investigator from the Rostov prosecutor's office arrived to him. Then they took him out "for a conversation, put a canister on his head, and took him outside the customs area, where FSB officers handcuffed him. From that moment on, he "disappeared" and, according to him, was considered missing for 141 days - no one knew where he was. Sekatsky was taken to the FSB building in Rostov, where, according to him, he was held for about two months. in the evening of April 15, 2016, he began to be tortured. According to him, the torture continued until approximately April 24: he was beaten and subjected to physical violence, demanding confessions. He claimed that after the torture ended, he was called to the investigator and given a document to familiarize himself with what, 'according to their version,' he was involved in. According to his own words, while in Russia, he was 'chained to a wall' in the FSB building in Rostov for two months, and his detention was 'not documented in any way'." During this time he "lost 30 kg - from 100 to 70. Under torture, as Sekatsky claims, he was forced to sign confessions "in working against the 'republics' and against Russia, in terrorism, transporting explosives from the territory of Ukraine, assisting the SBU, and in high treason. After that, he was transferred to territory controlled by the "LNR" and placed in custody. According to law enforcement, Sekatsky, under the pseudonym 'Shved,' voluntarily agreed to cooperate with the SBU and, for money, passed on secret information about the units of the 'LPR people's militia.' According to their claims, he photographed sections of the border between the "LNR" and Russia, recorded the arrival of convoys with humanitarian cargo from Russia, and transmitted lists of vehicle numbers via the Viber application. No later than July 29, 2019, the so-called "Supreme Court of the LNR" found Denis Sekatsky guilty and sentenced him to 12 years in prison. There is no information about appealing the verdict. On December 29, 2019, Sekatsky was released as part of a 'large prisoner exchange' between Russia and Ukraine.
