Case Description
In the Kursk region, no later than November 2022, a criminal case was opened for committing a terrorist act as part of an organized group, resulting in significant damage and the death of a person, against a 34-year-old citizen of Ukraine, the commander of the 91st separate support regiment of the Armed Forces of Ukraine, Colonel Denis Dikiy. According to the Russian investigation, from August to November 2022, Dikoy, acting "as part of an organized group under the leadership of representatives of the highest military and political leadership of Ukraine", carried out terrorist activities in order to intimidate the population and destabilize the activities of the state authorities of the Russian Federation." "With the involvement of subordinate servicemen and mechanized equipment, the colonel mined areas and roads near the settlements of Volfino, Plekhovo, Novy Put in the Kursk region, as well as Dvulichnoye and Nizhniye Melnitsy in the Belgorod region, with anti-tank and anti-personnel mines. Due to mine-explosive injuries, several people died, and several more were wounded of varying severity. Wild was placed on the international wanted list, and the court in absentia chose a measure of restraint for him in the form of detention. On June 2, 2025, the 2nd Western Military District Court found Denis Dikiy guilty and sentenced him to life imprisonment, with the first 5 years to be served in prison, and the remainder in a strict regime penal colony. The verdict was not appealed and entered into legal force.
