Case Description

The Main Military Investigative Directorate in October 2024 initiated a criminal case in absentia against a citizen of the United States of America, Daniel Bernard Reber. He was accused of committing a terrorist act, mercenary activities, murder and attempted murder of two or more persons, as well as persons carrying out official activities, committed by an organized group, in a generally dangerous manner motivated by political and ideological hatred, illegal crossing of the state border, encroachment on the life of a law enforcement officer and use of violence against a representative of the authorities. According to the Russian investigation, Bernard Rebar personally participated in an armed conflict as a mercenary on the territory of the Russian Federation. Acting jointly with representatives of the Armed Forces of Ukraine and being armed with automatic and large-caliber firearms, using explosive devices, as well as military equipment, in early September 2024, Rebar illegally crossed the state border of the Russian Federation and invaded the territory of the Kursk region. After the invasion, in order to intimidate the population, cause significant property damage and destabilize the activities of government bodies, he committed criminal acts aimed at the murder and attempted murder of the civilian population. On October 25, 2024, at the request of an investigator from the Main Military Investigative Directorate of the Investigative Committee of the Russian Federation, the court issued a detention order for Rebar in absentia. He was placed on the international wanted list. No later than March 12, 2025, the 2nd Western Military District Court found Daniel Reber guilty and sentenced him in absentia to 25 years in prison, with the first 6 years to be served in prison, and the remainder of the sentence in a strict regime penal colony. The court also ordered the confiscation of monetary funds in the amount of more than 2.5 million rubles received by Rebar as a mercenary.
