Case Description

On May 9, 2022, in Moscow, the SO of the OMVD of Russia for Moscow initiated a criminal case on attempted hooliganism against a 39-year-old local resident, musician and artist Grigory Mumrikov and a 32-year-old artist Danila Tkachenko. According to the investigation, Tkachenko from February 24, 2022 to March 19, 2022 entered into a conspiracy with Mumrikov and planned to hold an action on the day of the celebration of the 77th anniversary of Victory in the Great Patriotic War on May 9, 2022 - during the "Immortal Regiment" procession in Moscow, he wanted to set fire to a homemade pyrotechnic device with yellow and blue smoke. According to law enforcement officials, with this action, Tkachenko and Mumrikov wanted to express "obvious disrespect for society, publicly demonstrate disregard for the legal and moral norms accepted by society, with the aim of intimidation, as well as visual and psychological impact on those participating in the celebration. For unknown reasons, the men were unable to carry out their intent. On May 11, 2022, at 12 o'clock at night, security forces detained Grigory Mumrikov. Police brought him to the police station, where they drew up a report on an administrative offense under the article on petty hooliganism. According to the police report, Mumrikov, being in a public place, used obscene language and did not respond to remarks from citizens." "On May 12, 2022, Judge Natalya Dudar of the Basmanny District Court of Moscow sent Mumrikov to administrative arrest for 10 days. On May 21, Mumrikova was detained again. He was brought in as a defendant and placed in a temporary detention center before the measure of restraint was chosen. On May 24, 2022, the Tverskoy District Court of Moscow chose a measure of restraint for the Muscovite in the form of arrest. Danyla Tkachenko was able to leave Russia. He claimed that he did indeed plan the action, but Grigory Mumrikov had nothing to do with it. On June 2, 2022, Tkachenko was declared wanted at the federal level, and on June 6, at the international level. On July 26, 2022, the Tverskoy District Court of Moscow chose a measure of restraint for Tkachenko in the form of detention from the moment of his detention or from the moment of his transfer to law enforcement agencies of the Russian Federation in the event of extradition or deportation. On August 8, 2022, the court mitigated the measure of restraint for Grigory Mumrikov and sent him under house arrest. 4 April 2023, the Tverskoy District Court of Moscow found Grigory Mumrikov guilty and sentenced him to 1 year and 6 months of compulsory labour. The verdict was not appealed and entered into legal force. On August 24, 2023, the Zelenogradsky District Court of Moscow granted the prosecution's motion for the early conditional release of Grigory Mumrikov from compulsory labor.
