Case Description
In Moscow on March 13, 2024, at around half past ten in the morning, police officers detained two HSE graduate students - 28-year-old Daniil Golikov and 26-year-old Andrey Kozlovsky." "They were taken to the Kitay-Gorod Department of Internal Affairs of Moscow, where protocols on administrative offenses under the article on disobedience to a lawful order of a police officer were drawn up against the students. According to the security forces, Golikov and Kozlovsky on the night of March 10-11, 2024, around five in the morning "desecrated" the spontaneous memorial "in memory of all those who died during the Russian Spring and the SVO, which appeared after the death of war correspondent Vladlen Tatarsky near the Kremlin on Varvarka Street—they scattered flowers, crumpled memorial notes, and threw out St. George ribbons. During the detention, the young people allegedly refused to get into a service vehicle to be taken to a police station - they pushed away police officers and tried to escape. On March 14, 2024, the Tverskoy District Court of Moscow sent Golikov and Kozlovsky under arrest for 15 days. Both young men denied their guilt during the court hearing, stating that they were in a state of severe alcohol intoxication on the night of March 10-11 and did not remember the events. They do not have any negative attitude towards the participants of the SVO, they did not resist the police officers during the detention. Following the completion of their administrative arrest terms, Daniil Golikov and Andrey Kozlovsky were detained on criminal charges. The young men were accused of damaging memorial burial sites and monuments as part of a group of individuals by prior agreement, and of vandalism." On March 28, 2024, the Meshchansky District Court of Moscow placed both students under house arrest. Later, hooliganism motivated by political hatred was added to the charges. On November 18, 2024, the Tverskoy District Court of Moscow found the defendants guilty and sentenced Daniil Golikov to 2.5 years and Andrey Kozlovsky to 3 years in a penal colony-settlement. The young men were taken into custody in the courtroom. On July 8, 2025, the Moscow City Court left the verdict unchanged.
