Case Description
1. In November 2022, a criminal case was initiated in the city of Kolchugino, Vladimir Oblast, on charges of calling for terrorism against 24-year-old historian and graduate student of Vladimir State University, Artem Kirasirov. According to law enforcement, in September 2022, Kirasirov allegedly pasted leaflets in public places containing calls for violent actions against Russian officials and state figures. According to Kirasirov, the matter concerned a protest against the military invasion of Ukraine. On November 1, 2022, the court placed the graduate student under house arrest. Due to the arrest, Kirasirov could not pay for his studies and was expelled from the graduate program. On June 29, 2023, the 2nd Western Military District Court found Artem Kirasirov guilty and sentenced him to a fine of 200 thousand rubles. On September 12, 2023, the Appellate Military Court upheld the verdict.
