Case Description
On August 7, 2023, in the city of Gusev, Kaliningrad region, a criminal case was opened against 29-year-old serviceman, senior lieutenant Artyom Kalev, for refusing to participate in military or combat operations. According to the investigation, Kalev, who served under contract in military unit No. 87832, being in the office of the deputy head of the unit's headquarters, in March and May 2023, refused to carry out orders from the command to be sent to the combat zone. On March 10, 2023, he deliberately refused to go to the combat zone as part of the personnel, where his unit was headed, citing a lack of sufficient education and skills, and he had not undergone retraining for the new position." "Later, on May 7, 2023, when he was again given an order to advance to the zone of the "special military operation, he again refused to carry it out. On October 12, 2023, a military serviceman was taken into custody as a measure of restraint. The investigation into the case was conducted by Senior Lieutenant of Justice V. of the Investigative Department of the Investigative Committee of Russia for the Gus-Khrustalny Garrison. Yatskov and the senior assistant military prosecutor of the Gusyevsky garrison, Captain of Justice D.E. Lobov. March 6, 2024, Judge Alexander Savinov of the Kaliningrad Garrison Military Court found Artem Kolev guilty and sentenced him to 2 years and 9 months in a penal colony-settlement. On 16 May 2024, Judge Alexander Shabalin of the Baltic Fleet Military Court left the verdict unchanged. On March 30, 2025, the Gvardeysky District Court of the Kaliningrad Region granted the defense's petition and replaced the punishment of imprisonment with compulsory labor. On October 30, 2025, Judge Victoria Raikova of the Leningrad District Court of Kaliningrad denied Kalev parole.
