Case Description

On September 13, 2023, Kirill Zamaleev, an 18-year-old local resident, was detained in Perm. He was accused of attempted terrorism. According to the investigation, for a reward of $400, Zamaleev agreed to the proposal of a certain Maxim and his friends to blow up the premises of the military enlistment office in the Industrial and Dzerzhinsky districts of Perm. Allegedly, the motive for the arson was a summons that Zamaleev received the day before. The recruiter indicated to Kirill on the internet that after the arson, documents would be destroyed, he would not be drafted into military service, and would not be sent to the «SVO»." Also met with the recruiter in person. The court placed the young man in custody. Former head of the Perm branch of the 'Alliance of Doctors' Artyom Boriskin is referred to by the investigation as the 'instigator'. According to the security forces' version, Boriskin urged the student to attack Governor Makhonin, as well as the offices of the FSB and the 'E' center. Boriskyn himself says that he does not know Kirill, has never met him, and could not 'incite' him to anything. Boriskin left Russia in the summer of 2021 due to threats from law enforcement officers. He settled in Ukraine and went to fight in the Ukrainian army. Zamaleev was sent for inpatient psychological examination, the results of which showed that Kirill has a schizoid personality disorder - it is characterized by "a tendency to avoid emotionally charged relationships by excessive theorizing, self-isolation, and withdrawal into fantasies." "Physicians discovered in the young man "tendencies toward self-deception, limited life experience, a tendency to follow orders, and challenging authorities. However, the examination determined that he is capable of evaluating his actions. September 11, 2024, the Central Military District Court found Kirill Zamaleev guilty and sentenced him to 4 years in prison, 2.5 years the young man will spend in prison, the remaining - in a strict regime colony."
