Case Description
On November 10, 2024, in Nevinnomyssk, Stavropol Krai, four men walked around the “Eternal Flame” memorial, stretched their legs toward it, and warmed their hands over the flame. Their actions were captured on surveillance camera footage. The video also showed the men throwing an object into the eternal flame.
The men were detained. They turned out to be Dagestan residents Arslanbek Aliyev, Gusen Aliyev, Shamil Magomedov, and Magomed Imiev. A criminal case was filed against them for desecrating symbols of military glory.
The Nevinnomyssk City Court of the Stavropol Krai remanded all four into custody.
On July 15, 2025, the Stavropol Regional Court found the defendants guilty and sentenced Arslanbek Aliyev and Shamil Magomedov to 2.5 years in prison, and Gusen Aliyev and Magomed Imiev to 2 years and 3 months in prison. All four were ordered to serve their sentences in a penal colony-settlement, with an additional penalty of a one-year ban on administering websites on the Internet.
On September 12, 2025, the Third Court of Appeals of General Jurisdiction amended the sentence: it removed the reference to the defendants’ unemployment as a circumstance taken into account in determining the sentence, and added that Gusen Aliyev and Shamil Magomedov are registered with a narcologist. Otherwise, the sentence remained unchanged.
