Case Description
In the city of Kstovo, Nizhny Novgorod region, in the morning of April 26, 2022, security forces detained local resident Andrey Rossiev. Under a false pretext, he was lured out of the apartment, and as he was leaving the entrance, people in balaclavas twisted his arms, put him in a car, and took him to a temporary detention facility. The next day, the court sent Rosiyev into custody on charges of justifying terrorism. According to the investigation, on September 3, 2021, Andrey Rossiyoy left a comment on the page of the radio station "Echo of Moscow" on VKontakte under a news story about a pensioner who won 60,000 rubles in court for illegal criminal prosecution, which began precisely because of a comment about the act of anarchist Zhlobitsky: "A wonderful woman, no one regrets that the trash was burned, that's the road for the scum." "While Rosiev was in the pre-trial detention center, the investigation added new charges to the case - this time under the article on inciting hatred against employees of Russian and Belarusian law enforcement agencies. They appeared after law enforcement officers studied the comments that Rossiev left in the communities of the TV channel "Dozhd", the publications Znak.com and "Svobodnaya Pressa", as well as in the publics "Yeshkin mole" and "News of the SUPERPOWER" in May - July 2021. On August 23, 2022, Judge Igor Syomin of the 2nd Western Military Circuit Court found Alexander Rossiev guilty and sentenced him to a fine of 300 thousand. rubles. The verdict was not appealed and entered into legal force. On 10 November 2022, in Krasnodar, security forces came to Andrei Rossiiev's home with a search. Following the search, nothing was seized from Rossev, after which the man was taken to a temporary detention facility in the city of Kstovo, Nizhny Novgorod Region. Rossiyeva was accused of spreading 'fakes' about the Russian army motivated by political hatred and inciting hatred or enmity via the internet with a threat of violence. November 12, the Kstovsky City Court of the Nizhny Novgorod Region chose a prohibition of certain actions as a preventive measure for Rosseyeva. The man was prohibited from using communication devices and the internet, attending public events, and communicating with individuals "agitating or inciting discussions on topics that provoke the incitement of political, ideological, racial, national, or religious hatred or enmity." According to the investigation, Rosseyev left 10 comments on VKontakte dedicated to the tragedy in Bucha, the alleged use of chemical weapons, and other crimes of the Russian army in Ukraine. Under the article on inciting hatred, Rossiev was charged with 27 comments on VKontakte, in which the investigation saw hatred towards a group of people united by the social characteristic of "servicemen of the Russian army, as well as towards a group united by the characteristic of origin — "residents of the Russian Federation supporting the SMO. Earlier, in August 2022, Aleksandr Rossiiev was sentenced to a fine of 300 thousand." rubles in the case of justifying terrorism and calls for extremism due to comments about Zlobitsky's act. On November 7, 2024, the Kstovsky City Court of the Nizhny Novgorod Region found Andrey Rossiev guilty and sentenced him to seven years of probation. The court also banned the man from using the Internet for four years with a probationary period of four and a half years.
