Case Description
On April 26, 2025, 60-year-old Podolsk resident and Ukrainian citizen Andrey Pirogov was arrested in the Moscow region. A report was filed against him for an administrative offense under the article on petty hooliganism. According to police reports, the man, while in Serpukhov, Moscow region, at around 7:00 PM, was "crouched and searching for something in the ground" in a private residence near the railroad tracks on the outskirts of the city, behaving "boldly and aggressively" in response to police questions. Two days later, on April 26, 2025, Judge Alexander Shichkov of the Serpukhov City Court, Moscow region, sentenced Pirogov to 10 days of administrative arrest. After serving the first 10 days of his arrest, police began transporting him to other courts; the reports stated that he was swearing and drunk in the street. Since the end of April, Pirogov has received 11 administrative arrests in eight different courts. His first re-arrest occurred on May 6th. The following day, on May 7th, 2025, Judge Svetlana Karaban of the Chekhov City Court of the Moscow Region sentenced him to seven days' arrest. According to police, on the evening of May 6th, Pirogov swore in the courtyard of a building on Chekhov Street in Chekhov and "insultingly harassed passersby." His next arrest occurred on May 13th. On May 14th, 2025, Judge Roman Zaitsev of the Troitsky District Court of Moscow remanded him in custody again. According to case materials, at 1:00 AM on May 14th, Pirogov loudly swore, waved his arms, and did not respond to comments from citizens. He received 15 days. On May 29th, 2025, Pirogov was arrested again, this time in Moscow. Judge Marina Arsenyeva of the Savelovsky District Court sentenced him to 13 days of administrative arrest for, according to police, using obscene language and refusing to comply with lawful orders from officers on the night of May 29th: presenting documents and proceeding to the police station, resisting arrest. On June 11, 2025, he was arrested again near the Seligerskaya metro station. The police report states that Pirogov was intoxicated, drinking alcohol, swearing, and refusing to comply with police orders. Judge Olga Levashova of the Timiryazevsky District Court of Moscow sentenced him to five days of arrest for disobeying a police officer. A few days later, on the night of June 16th, he was arrested again and taken to Troitsk. Judge Roman Zaytsev of the same Troitsky District Court sentenced him to another 15 days of arrest. According to police, Pirogov was again loudly swearing in public and waving his arms, ignoring comments from citizens. On July 1, 2025, he was arrested again in Moscow: early in the morning, Pirogov was swearing obscenely on the street. Judge Elena Trushechkina of the Chertanovsky District Court of Moscow sentenced him to another 15 days of arrest. On July 16, 2025, another similar arrest occurred in Troitsk, again near the migration center. Judge Roman Zaytsev sentenced him to a third 15-day arrest for petty hooliganism. On July 31, 2025, Pirogov was arrested leaving a special detention center. According to police, he was harassing passersby on Kutuzovsky Prospekt in Moscow, waving his arms, and swearing. On August 1, 2025, Judge Sergei Kashirin of the Dorogomilovsky District Court sentenced him to another 15 days of administrative arrest. After his release, Pirogov was arrested again – on August 15, 2025, he was taken to the Troitsky District Police Department, where he was charged with another count of "petty hooliganism." Judge Roman Zaitsev of the Troitsky District Court in Moscow sentenced him to another 15 days of arrest. Pirogov received his most recent administrative arrest on September 2, 2025, in Podolsk, where he lived. Judge Albert Sharafeyev of the Podolsk City Court sentenced him to five days of arrest. According to the police, on September 1, Pirogov urinated in the courtyard of a residential building while swearing. The elderly man confessed to all charges in court. On September 5, 2025, the Ukrainian was arrested on charges of espionage. The details of the charges are unknown. The court, at the request of the investigation, placed him in pretrial detention.
