Case Description
In Stavropol, no later than February 2023 (the exact date is unknown), a 42-year-old Ukrainian citizen, Andrey Martsenyuk, was detained. He was accused of preparing to commit a terrorist act by a group of persons by prior conspiracy. According to the Russian investigation, Marchenko, 'while on the territory of Stavropol, established contact with an employee of the Ukrainian special services, on whose instructions in December 2022 he purchased components for the manufacture of an incendiary mixture.' Then he "decided to set fire to the building of the city military commissariat, and after that he planned to leave the country." "Marchenko failed to carry out the arson, as he was detained by FSB officers. The man was sent to the SIZO. 12 August 2024, the Southern District Military Court found Andriy Martsenyuk guilty and sentenced him to 4.5 years in a strict regime penal colony with the first 2 years to be served in prison. The verdict was not appealed and entered into legal force.
