Case Description
In May 2010, a local resident, retired colonel of the Ministry of Defense, former employee of the Ministry of Emergency Situations and Rosatom, Andrey Khlychev, was detained in Moscow. He was accused of treason. According to the special services, Khlychev, being a retired colonel of the Ministry of Defense and an employee of the atomic energy and Ministry of Emergency Situations departments, collaborated with a US citizen whom the FSB considers a career employee of American intelligence. According to the investigation, the defendant supplied the foreigner with secret information about Russian nuclear programs. According to the security forces' version, he obtained this information from acquaintances in the Ministry of Defense and passed it on both on the territory of Russia and in the United States, where he left at the end of 2007. In May 2010, FSB operatives tricked him into coming to Russia and detained him. The case defendant was placed in custody for the duration of the investigation. March 4, 2011, the Moscow City Court found Andrei Khlychev guilty and sentenced him to 18 years in a strict regime colony. There is no information about appealing the verdict.
