Case Description
In Kaliningrad in October 2022, 59-year-old financial director of a commercial firm Andrey Galchevsky was detained. He was accused of attempted state treason and calls for terrorism. According to the investigation, the man planned to join the foreign legion of the Ukrainian Armed Forces. For this purpose, in the summer of 2022, he sent letters from his email to the embassies of Ukraine in Israel and Poland. Later, he bought a ticket to Moscow, and from there to Minsk, in order to then reach Vilnius, and from there to Ukraine. Galkhovsky himself admitted that he had sent requests to the embassies of Ukraine and Poland, but, according to him, he did not plan to join the Ukrainian armed forces. According to him, he wanted to go to Lithuania because "he intended to perform a baptism ceremony at the Mormon church in Vilnius, and to Poland - to open bank cards and visit the US embassy. The Kaliningrad resident also confirmed that he filled out a "questionnaire for joining the legion, but did so with the aim of "protecting himself from violence by radically-minded representatives of foreign states while in Lithuania and Poland." "The reason for the case under the article "calls for terrorism" against Galchevsky was his comment on Instagram. According to the investigation, the publication contained a call to kill the heads of military commissariats in Russia. For the duration of the investigation, the court sent the entrepreneur to a pre-trial detention center. On September 8, 2023, the 2nd Western Military District Court found Andrey Galchevsky guilty and sentenced him to 11 years in a strict regime penal colony. December 5, 2023, the Appellate Military Court left the sentence unchanged.
