Case Description
On March 9, 2022, in Moscow at the airport, when trying to leave Russia, 42-year-old Ukrainian citizen Alexey Sivokhin was detained. He was first taken to the OMON of Russia in the Savelovsky district of Moscow, where a protocol on an administrative offense under the article on petty hooliganism was drawn up against him. According to the police, Sivokhin swore obscene language in a public place. The next day, on March 10, 2022, Judge Nikolai Mazurov of the Savelovsky District Court of Moscow fined Sivokhin. He was immediately detained and taken to the OMON of Russia in the Vyborgsky district of Moscow, where an identical second protocol on petty hooliganism was falsified. The next day, on April 11, Judge Sergei Bazarov of the Golovinsky District Court of Moscow sent Sivokhin under arrest for 15 days. On March 26, 2022, after serving his administrative arrest, Sivokhin was again detained and a third protocol on an administrative offense on petty hooliganism was drawn up. Two days later, on March 28, Judge Marina Arsenyeva of the Savelovsky District Court of Moscow sentenced the Ukrainian to 13 days of arrest. On April 9, 2022, Judge Ilya Gordeyev of the Solnechnogorsk City Court of the Moscow Region arrested Sivokhin for another 15 days, again under the article on petty hooliganism. Most likely, after this, no later than April 24, 2022, a criminal case was opened against Sivokhin for the illegal manufacture of explosives or explosive devices. The Solnechnogorsk City Court of the Moscow Region sent him to a pre-trial detention center. Later, an attempt at hooliganism, illegal acquisition and storage of weapons and ammunition were added to the charges. The details of the charges are unknown. On July 7, 2022, the Khimki City Court of the Moscow Region decided to return the case materials to the prosecutor, deciding that Sivokhin should be charged with a more serious charge - preparation for a terrorist attack and participation in an extremist organization. According to the investigation, Sivokhin, having arrived in Ukraine in 2016, joined the "Right Sector". Having received Ukrainian citizenship, he submitted an application to leave Russia and arrived in Russia. After the war in Ukraine began, Sivokhin allegedly decided to arrange a "lawless act" in a public place. The investigation claims that it found Molotov cocktails, explosives and an explosive device in the forest, which Sivokhin hid. On September 5, 2022, the Moscow Oblast Court upheld the decision of the Khimki Court to toughen the charges. On May 31, 2024, the 2nd Western Military District Court found Alexey Sivokhin guilty and sentenced him to 10 years in a strict regime colony. On December 16, 2024, the Appellate Military Court changed the verdict, details are unknown.
