Case Description
March 8, 2025, in the Kursk region, during combat operations, Ukrainian citizens, soldiers of the 80th Separate Airborne Assault Brigade of the Armed Forces of Ukraine, Arthur Singer and Alexey Levchenko, were taken prisoner by Russian military personnel. They were accused of committing a terrorist act by a group of persons by prior conspiracy, causing significant damage. According to the Russian investigation, from December 2024 to March 2025, Singer and Levchenko, on a Stryker armored personnel carrier, armed with an RPK-74 machine gun and AK-74 assault rifles, repeatedly and illegally crossed the Russian state border in the Sudzhansky district together with their fellow servicemen. With the "aim of intimidating the local population and disrupting the activities of government bodies, they participated in an armed blockade of the village of Cherkasskoye Porechnoye." On August 13, 2025, the 2nd Western District Military Court found Artur Singer and Alexey Levchenko guilty and sentenced each to 16 years of imprisonment, with the first 3 years to be served in prison, and the remainder in a strict regime penal colony. The verdict was not appealed and entered into legal force.
