Case Description

On December 22, 2022, in the village of Lyubimovka in the occupied Kherson region, the head of the village occupation administration, Andrey Shtepa, burned alive as a result of a car explosion. Two local residents, Ukrainian citizens Alexey Kravets and Sergey Panasenko, were detained on charges of blowing up the car. According to the version of the Russian security forces, in 2022 Kravets "was involved in the composition of a terrorist community in the Kherson region" by Ukrainian intelligence officers. In it, Kravets "used the call sign "Jupiter," which was assigned to him by representatives of the GUR." Sergey Panasenko is considered by the security forces to be Kravets' "accomplice." It is claimed that Ukrainian intelligence recruited him, and he allegedly took part in the commission of two terrorist attacks on power transmission lines, for which he received about 130 thousand hryvnias (about $3.5 thousand) for the explosions. A criminal case was opened against the Ukrainians for "participation in a terrorist community," "training for terrorist purposes," illegal acquisition, transfer and storage of explosives, manufacture of explosive devices and a terrorist attack committed by an organized group of persons and resulting in the death of a person. Both men were placed in a pre-trial detention center. On October 6, 2023, the Southern District Military Court found Sergey Panasenko guilty. The sentence imposed on him is unknown. The verdict was not appealed and entered into force. On November 21, 2023, the Southern District Military Court found Andrey Kravets guilty and sentenced him to 18 years in a strict regime colony with the first 3 years to be served in prison, a fine of 550 thousand rubles. On May 13, 2024, the Appellate Military Court upheld Kravets' sentence.
