Case Description
In October 2021 (the exact date is unknown), several Ukrainian citizens were detained while crossing the border with Russia — 23-year-old entrepreneur and coffee trader Oleksandr Tsylyk, and a family from the village of Perepelnyky in the Ternopil region of Ukraine — spouses Zinoviy and Iryna Koval and their 22-year-old son Igor. For more than a month, nothing was known about the Koval family. On November 26, 2021, Zinoviy Koval was arrested for 14 days by the Abakan City Court of the Republic of Khakassia under the article on petty hooliganism. According to the court's ruling, the Ukrainian, being in a public place, loudly used obscene language in the presence of strangers, and did not respond to demands to stop his hooligan actions. Judge Andrei Zarubin of the Abakan City Court of the Republic of Khakassia sentenced Igor Kovaly on December 3, 2021, under the article on petty hooliganism. The details of his "offense" and the size of the imposed punishment are unknown. On the same day, information appeared in pro-government media about the detention of "agents" from two Ukrainian security agencies at once - the SBU and the Main Intelligence Directorate of the Ministry of Defense (GUR MO) - and published their "confessions." 3. Two, father and son, allegedly engaged in espionage; the third - 23-year-old Alexander Tsylik - was preparing a terrorist attack in Russia. During a search of the Koval family's car, FSB officers allegedly found weapons. On December 17, 2021, the Abakan City Court of the Republic of Khakassia sends Zinovy Kovaly under arrest. He is accused of illegally selling pneumatic weapons with a muzzle energy exceeding 7.5 J. On December 18, 2021, the Lefortovo District Court of Moscow extended the arrest of Alexander Tsilyk - according to data on the court's website, he was accused of illegally manufacturing explosives. It is unknown what court and when he was placed under guard. On December 20, 2021, Judge Elena Bublichenko again imposed a sentence under the article on petty hooliganism on Igor Kovaly's son Igor - 14 days of arrest for using obscene language in a public place. On April 13, 2022, the Abakan City Court found Zinovy Kovaly guilty and sentenced him to 1 year of imprisonment in a penal colony-settlement. The verdict was not appealed and entered into legal force. During the court hearing, the defense side stated the possibility of a provocation of the crime by the security forces. On August 7, 2022, Zinoviy Koval's sentence ended, but two days before that, on August 5, the Ukrainian was detained again. The judge Andrey Zarubin of the Abakan City Court sent him under administrative arrest for 14 days under the article on petty hooliganism. Next, Judge Elena Bublichenko of the Abakan City Court arrested Koval twice more — on August 19 and September 2, 2022. Alexander Tsilyk's initial charge was toughened - he was accused of illegally crossing the Russian border, committed by a group of persons by prior conspiracy or an organized group or with the use of violence or the threat of its use, participating in the activities of a terrorist organization, and the illegal circulation and smuggling of explosives or devices. According to the FSB of the Russian Federation, Tsylika was recruited by the GUR of Ukraine to set up caches and smuggle homemade explosive devices into Russia. Cilyk allegedly, accompanied by an employee of the operational group of the operational department of the special reserve of the Main Intelligence Directorate of the Ministry of Defense of Ukraine, Maxim Kirilovets, and two military intelligence officers, illegally crossed the border of the Russian Federation. 26 June 2023, the 2nd Western Military Court found Alexander Tsylik guilty and sentenced him to 12 years in prison and a fine of 500 thousand. rubles. He will spend the first 3 years in prison, and the rest of the time in a strict regime colony. On October 11, 2023, the Appellate Military Court left the sentence unchanged. The further fate of the Koval family is unknown.
