Case Description

On April 5, 2023, a Ukrainian light aircraft Aeropract A-22 "Flying Fox" crashed in the Bryansk region. The pilot - 67-year-old Ukrainian citizen Alexander Morozov - allegedly tried to escape to Ukrainian territory, but was detained by a border patrol unit. It is claimed that an automatic weapon and a bulletproof vest were found in his possession. A criminal case was opened against Morozov for illegally crossing the border. On April 5, 2023, the Soviet District Court of Bryansk, having considered the petition of the investigative body of the Border Service of the FSB of Russia for the Bryansk region, sent Morozov to a pre-trial detention center. June 6, 2023, in Chern District of Tula Oblast, FSB officers detained another light aircraft pilot, 45-year-old Ukrainian citizen Dmitry Shymansky, immediately after landing. Allegedly, 3 kg of explosives, two drones, and a pistol with ammunition were found on board. Shimsansky was also charged with illegally crossing the Russian border. Later, the cases of both pilots were combined and transferred to Moscow. They also toughened the charges against both of them - in addition to illegally crossing the border, they were accused of illegally transporting firearms and ammunition across the state border and of sabotage. According to the Russian security forces, the GUR of the Ministry of Defense of Ukraine created a service to supply saboteurs and bomb attacks on energy facilities. Light aircraft were included in its composition. The coordination of the use of this aviation was entrusted to military unit No. 3449 with the conditional name "Legion. In particular, the FSB claims that a plan was being developed there to deliver and lay "dirty bombs" with timers for detonation and making the area unsuitable for living. Since the beginning of 20023, the unit has carried out five combat sorties on Russian territory, two pilots were detained. These plans were discovered by the FSB of Russia during the investigation of sabotage being prepared at the Severnoye airfield in the Ivanovo region. At that time, the saboteurs allegedly planned to plant several 'dirty bombs' with delay timers and detonate them simultaneously. On March 3, 2025, Judge Anton Kakadeev of the 2nd Western Military District Court found the defendants guilty and sentenced Alexander Morozov to 22 years in prison—the first 4 in a prison, the rest in a strict regime colony—and a fine of 600 thousand. roubles, and Dmitry Shimanovsky to 26 years in prison, 5 of which in prison, the rest in a strict regime colony, and a fine of 1.9 million roubles.
