Case Description
1. In May 2023, the FSB claimed to have prevented an explosion at the Leningrad and Kalinin nuclear power plants. According to the security forces' version, Ukrainian special services planned to blow up 30 power line supports of the Leningrad and Kalinin nuclear power plants on the eve of May 9. The FSB opened a criminal case for sabotage and illegal storage and transportation of explosives. On suspicion of sabotage, the FSB detained two Ukrainian citizens - Alexander Maystruk and Eduard Usatchenko. The Dzerzhinsky District Court of St. Petersburg sent both to a pre-trial detention center. The exact date and circumstances of the detention are unknown. A third suspect, a citizen of Ukraine and Russia, Yuri Kischak, was put on the wanted list. Two Russians were also detained who, according to reports, provided Maystruk, Usatchenko, and Kischak with communication means and transport with fake numbers. Nothing is known about them. According to the FSB's version, the three Ukrainians were recruited by a Ukrainian Foreign Intelligence Service officer, Vitaly Gorbatyuk, in September 2022. They allegedly underwent special training in camps in the Kyiv and Mykolaiv regions of Ukraine, then illegally crossed the Russian-Belarusian border in the Pskov region, arriving from Ukrainian territory via transit through Poland and Belarus. On February 12, 2025, the 1st Western Military District Court found the defendants guilty and sentenced Alexander Maystruk and Eduard Usatchenko to 23 years of imprisonment, with the first 5 years to be served in prison, followed by a strict regime colony, and a fine of 900 thousand rubles. The court also recovered the full amount of damages from the defendants. The verdict was not appealed and entered into force.
