Case Description
In October 2022, in the city of Vsevolozhsk, Leningrad region, an unknown person painted the letter "Z, the equality sign, and a swastika on a kilometer-long pillar and pedestal of an anti-aircraft gun, which are part of the "Broken Ring" memorial, erected on the shore of Lake Ladoga in memory of the "Road of Life. Alexander Kudryashov, a local resident, was detained on October 28 on charges of graffiti. Initially, a criminal case was opened against him for damaging a monument to those who died during the Great Patriotic War, and he was sent to a pre-trial detention center. However, due to snow and rain, the paint was washed off the memorial structures, and thus no damage was caused to them. Therefore, the investigation reclassified the charge to vandalism motivated by political hatred and requested to change Kudryashov's measure of restraint from detention to a prohibition of certain actions. The representative of the prosecutor's office supported the motion, and on December 23, the Vsevolozhsk City Court approved the motion. Kudryashova was released from custody in the courtroom. Then the charge was reclassified again - for the rehabilitation of Nazism in combination with the intentional destruction or damage to someone else's property, which did not cause significant damage. On December 20, 2023, the Leningrad Regional Court found Alexander Kudryashov guilty only on one charge of rehabilitating Nazism and sentenced him to a fine of 1 million rubles. 400 thousand rubles. On March 19, 2024, the Second Appellate Court of General Jurisdiction upheld the sentence.
