Case Description
On February 27, 2022, Alexander Konanyhin, an American businessman of Russian origin, announced a $1 million reward for the “head” of Russian President Vladimir Putin in connection with Russia's invasion of Ukraine. Alexander wrote on his Facebook account: "I promise to pay $1,000,000 to the officer (officers) who, in fulfilling their constitutional duty, arrest Putin as a war criminal in accordance with Russian and international law. Putin is not the president of Russia, as he came to power as a result of a special operation to blow up apartment buildings in Russia, and then violated the Constitution by abolishing free elections and killing his opponents. As an ethnic Russian and a citizen of Russia, I consider it my moral duty to contribute to the denazification of Russia. I will continue to assist Ukraine in its heroic efforts to resist the onslaught of Putin's Horde. On February 6, 2024, the Lefortovo District Court of Moscow issued a ruling to arrest Konanyhin in absentia on charges of inciting terrorism. He was placed on an international wanted list.
