Case Description
On April 26, 2023, at half past eight in the evening, security forces detained three local residents near the FSB building on Lubyanka Square in Moscow—Nikolai Kolodin, his friend Alexander Khazov, and Leonid Romanov. All three were taken to the Meshchansky District Department of Internal Affairs of Russia, where identical protocols of administrative offenses were drawn up against them under the article on failure to comply with a lawful order of a police officer in connection with the performance of his official duties. According to the police, all three "aroused suspicion of previously committed crimes and administrative offenses" and, in response to a request to present identification for verification, began to behave aggressively, disrespectfully, and provocatively towards police officers. Despite repeated lawful demands from police officers to provide identification documents, the young men responded with a categorical refusal. During their escort to a police vehicle for delivery to the police station, they actively resisted: grabbing at their uniforms, shouting, and ignoring repeated demands from police officers to cease their unlawful actions. The next day, on April 27, the Meshchansky District Court of Moscow found all three guilty and imposed administrative arrests of 15 days. At the court hearing, only Alexander Khazov did not deny the facts of the charges brought against him, but refused to provide any explanations. Nikolai Kolyn did not plead guilty during the court hearing, explaining that he had left the FSB Directorate and was heading to the metro station when he was stopped by police officers. They demanded to show documents, he reached for his pocket to get his passport, but at that moment the police grabbed him and placed him in a paddy wagon, without explaining anything. His friend Alexander was already in the bus. They were then taken to the police station, where an administrative offense report was drawn up against them. He spent the whole night in the temporary detention center. He did not offer any resistance to the police officers. Leonid Romanov also did not admit guilt for the imputed offense at the court hearing, explaining that on that day he was in the building of the FSB of Russia, where he was being interrogated as a witness in a criminal case. Police officers approached him at the exit, demanded to see his documents and the contents of his bag, which he did. During the inspection of the bag's contents, the police officers did not like the mouthwash spray. Romanov demonstrated its action, but drops of the spray hit one of the employees, for which Romanov apologized to the policeman. However, a police officer used physical force and took him to a police car. On May 12, 2023, Olesya Mendeleyeva, a judge of the Meshchansky District Court of Moscow, on the petition of the investigation, sent Nikolai Colin and Alexander Khazov to a pre-trial detention center. Colin was accused of financing terrorism. According to the investigation, he made a donation to the RDK in the amount of 5 thousand. rubles. Khazova was accused of assisting terrorist activities and confidential cooperation with a foreign state to the detriment of the Russian Federation, details of the accusation are unknown. No criminal investigation was conducted against Leonid Romanov. In April 2024, it became known that the charges against Nikolai Kolin had been toughened - charges of treason had been added." On May 24, 2024, the 2nd Western Military District Court found Alexander Khazov guilty. The sentence is unknown. On July 9, 2024, the 2nd Western Military District Court found Nikolai Kolina guilty and sentenced him to 14 years in prison and a fine of 300 thousand." rubles. For the first three years, Colin must spend in prison, the remaining time in a strict regime colony. On September 17, 2024, the Appellate Military Court upheld the sentence of Alexander Khazov. November 26, 2024, the Appellate Military Court reduced Nikolai Kolina's sentence by 1 (one) month.
