Case Description
In October 2022, a criminal case was initiated in Petropavlovsk-Kamchatsky against two local residents, activists Alexander Kamenyuk and Georgy Filatov. They were accused of publicly insulting representatives of the authorities as part of a group of persons, as well as slander combined with accusations of committing serious and particularly serious crimes. According to the investigation, on September 14, 2021, Kamenyuk and Filatov visited the Kamchatka Krai Prosecutor's Office. After a conflict with employees over a ban on video recording, between September 14 and October 12, 2021, they created and published a video titled "About the Work of the Prosecutor's Office" on YouTube. In the video, according to the investigation, they publicly insulted three employees of the prosecutor's office and spread slanderous information, accusing employees of the Kamchatka Territory prosecutor's office of protecting illegal drug trafficking and fabricating criminal cases. Kamenyuk was in custody from September 14 to 16, 2022, and at other times in this case he was under house arrest. Filatov was held in custody from July 11 to August 18, 2023, after which he was placed under house arrest. On August 18, 2023, the Petropavlovsk-Kamchatsky City Court found the defendants guilty and sentenced Alexandra Kamenyuk to 470 hours of compulsory labor and Georgy Filatov to 460 hours of compulsory labor. On November 16, 2023, the Kamchatka Regional Court released Kamenyuk and Filatov from punishment under the article on insulting a government official due to the expiration of the statute of limitations for criminal prosecution. Otherwise, including the punishment in the form of compulsory labor under the article on defamation, the verdict was left unchanged. On June 15, 2022, Alexander Kamenyuk was detained. He was accused of repeated discrediting of the Armed Forces of the Russian Federation on two counts, as well as libel and public insult of a government official. The reason for the cases of libel and insult to the authorities was the video "About the work of the prosecutor's office", published in October 2021. In it, Kamenyuk accused the prosecutor's office of Kamchatka Krai of corruption. A criminal case for discrediting the army was opened after Kamenyuka was twice fined under an administrative article for similar offenses. On May 24, 2022, he published an article about a Russian diplomat who resigned in protest against the war on his Telegram channel. On September 26, 2022, Kamenyuk posted a text in the same channel calling on mobilized individuals to refuse service. On June 16, 2022, the Petropavlovsk-Kamchatsky City Court chose a preventive measure for Kamenyuk in the form of a ban on certain actions." On November 4, 2022, the same court changed the measure of restraint to detention, as, according to the investigation, Kamenyuk violated the conditions of the ban. On November 25, 2022, the Kamchatka Regional Court changed the measure of restraint to house arrest. March 15, 2023, the Petropavlovsk-Kamchatsky City Court found Alexander Kamenyuk guilty and sentenced him to a fine of 450 thousand. rubles, and also prohibited him for 2 years from administering websites and public pages and posting materials on the Internet. On May 18, 2023, the Kamchatka Regional Court upheld the verdict.
