Case Description
On October 10, 2024, in Moscow, 32-year-old Alexander Frolov came to Red Square with a hammer and paint. He splashed it on the wall of the State Historical Museum, and then began hitting it with a hammer. A Moscow resident was detained and taken to the Kitay police department of the Central Administrative District Directorate of the Ministry of Internal Affairs of Russia for Moscow. Alexander explained his actions by saying that he had a personal dislike for the FSO employees. A protocol on an administrative offense was drawn up against Frolov under the article on disobedience to a lawful order of a law enforcement officer. The Moscow resident was placed in a temporary detention facility before the protocol was considered in court. On October 11, 2024, Judge Alesia Orekhova of the Tverskoi District Court of Moscow sentenced Frolova to 15 days of administrative arrest. While Frolov was serving his administrative arrest, a criminal case was opened against him for the destruction or damage of particularly valuable objects of cultural heritage of the peoples of the Russian Federation. On October 26, 2024, the Tverskoi District Court of Moscow chose detention as a measure of restraint for the man. In late May 2025, the measure of restraint was mitigated to house arrest.
