Case Description
In the summer of 2023, a wave of arson swept across Russia. Most of the arsonists claimed that telephone scammers forced them to attack government buildings. In the village of Aginskoye, 17-year-old Adisa Dugarova was detained for attempting to set fire to a military enlistment office. The girl threw a "Molotov cocktail" at the military enlistment office, but the bottle with the incendiary mixture did not break." According to Adisa, she tried to set fire to the military enlistment office after a call from unknown people. The callers informed her about a "saboteur" who was passing information to Ukrainian intelligence. In order for the non-existent criminal not to escape, the caller persuaded the girl to go to the arson of the military enlistment office. Unknown individuals contacted the minor through WhatsApp calls and accompanied her from the moment of making the incendiary mixture until the actual throwing."
